North Florida Care Services is a non-medical home care provider located in Jacksonville, Florida. We are a licensed, bonded, and insured agency serving a wide clientele in our area. Through providing quality care services, individuals with developmental disabilities will get the support they need in their homes. With our coordinated care and assistance for the clients and their families, they will have peace of mind knowing that care professionals are there to help them. We also offer training and coaching for disabled individuals and their families.

Felicity L. Herring Founder, North Florida Care Services
Felicity Herring’s reputation precedes her. As the founder of North Florida Care Services, in Jacksonville, Florida, Felicity has come to be known as a compassionate and caring provider who has dedicated the past 15 years to serving the special needs community.
“Growing up I always wanted to be a teacher”, says Felicity. It was this passion for teaching that began her journey as a special needs educator and advocate working for Duval County Public Schools and the surrounding counties. Ten years later, she decided to venture out on her own and began offering community-based services to families and individuals with special needs throughout North Florida.
What sets Felicity apart from other providers is her belief that no single approach is the right one for every individual. She has patience and listens to people to make everyone feel they are just as special as the next person. “Many of the individuals feel less empowered and my approach is to give them choices, because they have rights. I believe success is whatever makes you happy and what makes you fulfilled. This is how I feel, and that’s how I want every individual to feel. I enjoy making a difference in the lives of others”, said Felicity.
As the owner and operating manager of North Florida Care Services, her vision is to continue to grow and expand. Her long-term vision is to open a home for disadvantaged teenage girls to come and be inspired, loved, and nurtured.
Felicity is a native Floridian, born and raised in Palatka, Florida. She is the daughter of a successful business owner and learned at a very early age the value of hard work, integrity, ethics, and community service. After graduating from Palatka High School, Felicity entered college earning a bachelor’s degree in Business Administration and Management with additional credits towards religious studies. She continued her studies and went on to complete her master’s degree in Public Administration with a specialization in Secondary Education. She is an avid learner who holds all the certifications required in the industry and takes additional trainings to ensure everyone receives the best care available.
She is currently an active member of American Society of Public Administration (ASPA). When she is not working or volunteering with special needs activities she enjoys spending time meditating and exercising, reading, and doing activities with her two daughters.
